Enabling ctools produces additional (duplicate) tabs on the block configuration modal/page.

Verify tabs on clean install

  • On a clean D8 (8.0.1) install, go to “admin/structure/block”
  • In any region “Place block”
  • Choose any block in the modal and click “Place block”
  • Verify no duplicates tabs are present (see attached image)

Verify additional or duplicate tabs after enabling cTools

  • After enabling cTools, go to “admin/structure/block”
  • In any region “Place block”
  • Choose any block in the modal and click “Place block”
  • Verify duplicates tabs are present (see attached image)

Same problem but only after 8.x-3.0-alpha20 update.
Previous version (8.x-3.0-alpha19) work correctly.
