Follow-up to #2551633: Make variants into their own config entity

After #2511554: [meta] Move some parts of Page Manager into CTools we need to refactor some code that used to be Page Manager here in CTools!

We solved all of this in: #2646286: Remove selection logic/conditions from the BlockDisplayVariant oh well :-D
