Update CTOOLS API to 2.0.8 [#2444037]

I received the following error when I attempted to install the PANELS module:

"Panels needs at least 2.0.8. (Currently using CTools API Version 2.0.7)"

Would anyone have any idea of how I would update CTOOLS?
