1) Create a panel
2) Go to Panel Menu settings
3) Set Type of menu as Default tab
4) Set Parent menu item as Normal menu item
5) No weight field for Parent menu item

hahaha I had this issue, and had to make it manually in the feature. Easy change, Fixed!
