this is the error what am getting from error log file
when i try to access the module list it returning an empty page .
can anyone please help me to fix it up.

First of all, this was in the wrong module issue cue, I moved it.

Second of all, the error makes clear that you have 2 instances of the ctools module in your sites/all folder. Either remove:
/home/ad_dev/public_html/sites/all/modules/ctools
or
/home/ad_dev/public_html/sites/all/modules/contrib/ctools/

(I'd remove the first one).
