I don't have SSH access and I shouldn't need to install ludwig to get a module library. Please provide another method of install as not everyone has access to these resources. Barrier to entry.

There is no need for other alternative install methods aside from existing Composer and Ludwig methods.
Composer installation is highly recommended of course, and Ludwig integration is a widely adopted Composer alternative for Drupal users not familiar with Composer yet. It is used by Drupal Commerce and dozens of other library-dependant contributed modules so far:

Ludwig can be installed/maintained via standard Drupal UI and you don't need SSH access for it to work.
If you have problems using CSV Serialization module with Ludwig, please feel free to open a new issue and describe your problem.
