This patch actually does 2 things. It adds a permission that allows user to select their own default license (which actually stops allowing all users to select a license by default). It also adds an option to the admin settings to customize the message users see when selecting a license.

This patch sounds good. Since you have CVS write access (and the patch may not work against the current code) I'll leave it to you to commit it.

A 'use creative commons user defaults' permission was already added, but I added the option for a Custom Message that overrides both the standard and All Right Reserved messages users see when attaching a license to content.
