If you use contextual on elements different from nodes (e.g. "block") the class contextual-region-active is never set. This is because the class is set to elements with ".node" only if you hover over a.contextual-toggler.

Changing the lines 28..33 of contextual.js to the following code fixes this:

  $('a.contextual-toggler').add($links).hover(function(event) {
    $(this).parents('.contextual-enabled').addClass('contextual-region-active');
  },
  function() {
    $(this).parents('.contextual-enabled').removeClass('contextual-region-active');
  });

.

We wondered why the highlight border was just appearing as a little square instead of wrapping the contextual. This patch does fix that issue, marking it RTBC.

It does show up http://drupal.org/node/1078312 a lot more often now though, off to test that patch too.
