Hi,
I see the settings and enabled this one:

 Context Ignore Roles
Block role display settings will be ignored by context (overriding context respect).

Is this the correct setting to override the context with block settings?
As such that when I set the block settings to only show to anonymous user, that context doesn't override this?

Yes, if you use that, then block settings should be respected despite what is set in the Context.
