This project is obsolete. It targets Drupal 6 and 7 only, both of which have reached end of life, and no Drupal 8 or later release was ever made. On a supported version of Drupal the same condition comes from Smart IP, whose User country condition plugin works in Context and in block visibility, with no extra module.
