"Trigger a Context when viewing a taxonomy term's listing page with the flag enabled" is the primary one in my mind.
"Trigger a Context when viewing a content item with a taxonomy term with the flag enabled" starts to get a bit convoluted.

mraichelson commentedI've implemented the first use-case I outlined above in the dev branch ("when viewing a taxonomy term page make flags on the term available as conditions") since it synced up with requirements I've encountered on other projects before. (And gave me some basic understanding of using taxonomy_term flags in here.)
From my look through stuff this afternoon the second use case ("when viewing a node if it uses a taxonomy term that is flagged...") gets into a number of grey areas really quickly. I'd say if it's really a requirement for a project then it's probably going to be best off as a site-specific module that can be tailored to your particular needs, trying to abstract it backwards I ran into a variety of stumbling blocks and most of the ways to work around them ended up either overly specific or really brittle.
I may try to come back to take another look at this in the future, but I'm going to mark this as postponed for the time being.
