Looks like not.

Admin theme is set in the Drupal Configuration. So if you change it, this module will work, but the context_condition_theme won't. Am I correct?

this is checking path_is_admin, which doesn't actually care about what the theme is, which has different implications for use case, so not quite a duplicate.
