I can't seem to get blocks to show up for anonymous users using only a sitewide context.

Require all conditions
Sitewide Context (always active)

Blocks (User login, menu)

Shows for User 1, but not for anonymous users. Placing these blocks in the regular Block system, they appear.

I am also using the latest Omega theme, if that matters.

Doesn't seem to matter what my condition is, the context never fires, none of them do. User 1 can see them all though.

Looks like having Context Respect enabled makes Context not work at all. Disabling that module got everything working,
