Using Drupal 8.1.10 and Content Access 8.x-1.x-dev
Steps to reproduce:
1. Node access restrictions set on a node as follows
View any content
a. Anon
b. Authenticated
c. Administrator - Checked
d. Provider
e. Client - Checked
View own content
a. Anon
b. Authenticated
c. Administrator - Checked
d. Provider - Checked

Edit any content

Edit own content

Delete own content

2.Rebuild permissions
3. Create node as user with Provider role.
4. Try to view node created in previous set using user with Client role.
Expected Result:The user with the client role should have access to view the node
Actual Result: The user with the client role gets access denied.
Note: Interestingly enough, if I un-check Provider from the "View own content" permission, the restrictions work appropriately.

sebastianwestberg commentedThis happened to me as well. I then went to /admin/modules and found a warning saying "The content access permissions need to be rebuilt.". I pressed the link and it now works correctly again.
