There is a companion issue
#200579: Provide workflow-ng integration
to integrate the ACL module with workflow-ng so that events can trigger actions that add or delete ACLs, however this looks like it will be restricted to only the ACLs created by the workflow-ng module, and not ACLs created by the Content Access module.

I would like to be able to trigger an action to change content_access modules' ACLs as CA provides a nice user interface so we can see what access controls are being applied. ie. let me create a work flow that modifies rows in {acl} where 'module' = 'content_access'
