API?

Hi all,
I hope It's ok, to post this here - I didn't get any reaction in the forum...

Is it possible to programmatically grant permissions with the content access module?
The content_access.api.php is an empty file - is this still under development?
Can I just use some functions defined in the .module file? Or is that a bad idea?
