Add description to "Needs release note" issue tag

Problem/Motivation

The Needs release note tag doesn't have a description, but is a contributor task (recently added) and documented on the Issue summary field

Proposed resolution

"The major change should have a special release note written to summarize the importance of the change. See Writing a release note task instructions."
