Added a patch that updates normalizer, it works well for me with recent dev versions of jsonapi and jsonapi_extras modules.

Thank you! Working now, i've patch this on our vanilla D8 builds (8.5), and our custom profile builds (running on 8.6 dev branch) and the image derivatives are showing again.
