Downloads are for manual installation, which is not recommended when using Drupal 8 or later.

Release notes

Once installed Config Suite automatically exports configuration as you change it. You will never need to run a config export again. Just install config suite and forget about it.

Config Suite also allows you to reuse configuration between sites with no UUID errors.
