I can't find the change, but this file is no required and there is no more notice if you don't have the file.

I have modules providing Drush commands without this file indicated in a composer.json file (I also wonder if drush.services.yml is still used...) and the commands are detected and working.

Maybe changing to "Closed (outdated)"?
