Configuration doesn't export at all

Problem/Motivation

On a D11.2.4 site running 4.0.0-alpha6 of conditional fields module.

I configured a bunch of conditions for a content type, but when I run drush cex (config export) , I get message saying "The active configuration is identical to the configuration in the export directory"

Other configuration on this site/environment is exporting as expected.

Steps to reproduce

1. Require and enable conditional fields module 4.0.0-alpha6
2. Configure a content type
3. Add at least one list field ("Options") with at least 2 options (on and off)
4. Add a date field called Approval Date
5. Click on the "Manage Dependencies" tab
6. Add a visibility condition to make the date field visible when the Options value is on
7. In your terminal run drush cex
8. Expected results: config.yml should be exported
9. Actual results: no config.yml is exported and the message "The active configuration is identical to the configuration in the export directory" is displayed

No errors are seen in watchdog.
