- Display a default avatar - Hide users that don't have avatars (preferable)

Providing default avatars is still useful for places where avatars display such as the activity stream.
Closing as duplicate of item 2 in #1838702: Improve Default content shipped with Commons.
I actually think it makes sense to keep these separate since providing a user avatar is so small in scope, whereas default content is a larger overall effort.
