Using the latest dev versions of commerce and commerce Paypal, as anonymous user after checkout and returning from a successful payment at PayPal WPS, the order is created but no user account is created.
(I tested the account creation without PayPal using the test payment method, which works normally)

Do you still get the issue with Drupal Commerce 1.2? I don't have any problems with this Rule in testing, and there's absolutely nothing specific to the PayPal module in its behavior.

Based on the time of this issue and its relation to this other one, I think my comment here applies: #1410904-5: Rule ""Send an order notification e-mail" is not fired.
