It seems the rule that publishes nodes might be doing so before the order is considered complete, which means that the payment was successful.

Need to investigate further.

This is not needed. The order status, by design, defaults to 'pending' once checkout is successful because it's not completed until products are delivered. The node is delivered so the status doesn't matter to us because we know the checkout/payment went through at this point.
