It would be a good idea to have each previous stage link back to itself.
So if a customer is at stage 3 and want to alter something in stage 2 they can either click the "go back" link at the bottom, or the stage 2 progress title as that will probably be more prominent after applying CSS.

I think you can already do this. You need to visit admin/commerce/config/checkout

At the bottom of the page in the COMMERCE CHECKOUT PROGRESS section you need to select the render list as links option.
