Empty CART BLOCK still shows after unchecking the "Display block if the cart is empty" box.

If a bug, provide steps to reproduce it from a clean install.

I added a CART BLOCK to my theme. and unchecked the box that says "Display block if the cart is empty".

Block still shows up even after verifying the cart is empty.

OK. I moved it to another region that isn't themed. And removed the title. Then it hides itself.

I was under the impression that if the cart was empty, it wouldn't display the block at all.

Instead it just removed the CART image and link. But technically the block is still there. Just empty space.

But in a theme with themed blocks, I still see the container, just no icon.
