Work flow: Anonymous user after payment login to system finds the profile address book empty.
I see the address created in people/profiles page

I looks like copy_to_address_book is not working as desired. It was working before drupal core update from drupal 8 to 9

This was an intentional change, per the comments in the CustomerProfile inline form plugin:

  // Anonymous customers don't have an address book until they register
  // or log in, so the checkbox is not shown to them, to avoid confusion.
  '#access' => !$customer->isAnonymous() && $visible,

(If you desire this functionality, you can always alter the form.)
