Describe your bug or feature request.

When admin changes an order (at path admin/commerce/orders/[number]/edit), VAT should be recalculated.
But it is not.
I am using Drupal 9 (not sure how to select it in the Version widget).

I am not sure it only applies to EU VAT, I did not test other tax types.

If a bug, provide steps to reproduce it from a clean install.

* install a site (using "composer create-project drupalcommerce/project-base mystore --stability dev" as described on https://docs.drupalcommerce.org/commerce2/developer-guide/install-update...)
* create a store, pick some address in EU and in Tax settings pick a corresponding country in the EU (otherwise VAT will not show)
* create a tax of type European VAT
* add manual payment gateway
* create a single product with a single variation
* view it, add it to a cart, go through checkout
* complete the order
* go to admin/commerce/orders and edit this order
* change the ordered item -- say increase quantity
* the price does update, but VAT does not

This isn't really a "bug", refreshing a placed order is risky as you wouldn't want prices to refresh on a previously placed order. Also promotions mlight no longer apply if its limited by date for example.

This is a duplicate of #2875804: Order Refresh should work for non-draft orders, too.

OK, my bad for not noticing the other issue, I will add more details there. Thanks.
