We wanted to implement a setup wizard for 2.0, but didn't have the time.

Let's do the bare minimum instead. Get the default country, default it to the US if it's not set, import the currency for that country.
Then show a welcome message telling the merchant to add their first store.

The message we're planning will be shown too soon, if the module is a part of an install profile.
Will need to think this through a bit better. Focusing on the currency for now,

I think this needs to be wrapped in code to not execute during config sync. See #2913409: commerce_price_install() needs to account for config sync
