Remove the commerce_promotion_ prefix from condition and offer plugin IDs

We never prefix plugin IDs like this. And now it's a blocker for #2885363: Create a commerce_condition plugin type, replacing commerce_promotion_condition. cause it's weird to have generic conditions prefixed with commerce_promotion.
