Currently "revision" is not defined in the entity_property_info definition of the commerce_order. This prevents it to be used in contribs like rules. Besides this the default rules in commerce should perhaps also have the data set "revision" to TRUE to make sure revisions are handled in rules.

In my use case I have the issue that an order is updated to order state pending through rules. But instead of creating a new revision, it overrides the previous revision. Preventing me to see the correct revision flow of an order when supporting my customer.
