When performing checkout with an anonymous user, the payment method used is stored in the database and it is then available to any anonymous user.

BTW this can be reproduced just using the Example payment method, but i also have seen it on my payment gateway i developed for Onsite credit card processing, which i based mostly on the example module as well as braintree.
