Spinning this off from #2769349: Add functional tests for the payment gateway UI.

Makes sense for several reasons:
1) Writing tests
2) Testing payments manually without a real gateway
3) Writing real onsite gateways
4) Identifying improvements to the API (reducing boilerplate)
