Another split from #2711013: Implement the initial payment functionality, the payment branch is approaching 6 thousand lines of code and is unreviewable.

No UI will be added here. we need:
1) The payment method entity type and interface
2) A custom storage that allows loading reusable payment methods
3) The payment method type plugins
4) The ability to restrict payment method types per payment gateway..
