I am trying to add a CSS class to the menu link cart/my which lists Shopping Cart (2 items).

I would like to have an "empty" class and "notempty" class.

Any guidance is appreciated.

No clue, really. I don't think anyone's really in here providing theming support, so you might check other theme guides about interacting with menu items. Might be something you can simply alter in.
