EU law demands a special button text for the last checkout step to be legally comitting for the customer.

stan turyn commentedConsidering that this directive will come into force only in June 2014 (by which time Drupal 9 may be around and EU may be not) I think this probably does not deserve 'major' as priority ;)

but it's a bit strange that what you state without sources is contrary to all sources that i know:
* EU directive obligatory end of 2012 according to this (ger)
* German Law passed at March 02, will soon be ṕublished and is obligatory 3 months later which is supposed to be some day in june, according to this (ger)

rszrama commentedIt's not clear to me what the feature request is here. If it's simply renaming a button, I'd love to see a contrib module allow for the renaming of checkout buttons - in fact, I think there's an open feature request for that. Won't this be sufficient? #1308582: Customize Checkout Pages: Page names, pages order, buttons labels, help text, new custom pages
