Problem/Motivation
If a site builder enables the Rules module and configures it to email admin when a new comment is posted, it does not send when the Comment Notify module is enabled.
Proposed resolution
Fix Comment Notify to work with Rules enabled.
Note that Rules is often used because the feature #2926228: Add a permission to be emailed anytime a comment is posted is not implemented in Comment Notify.
Another option is to use the Simple Comment Notify module instead.

cedeweyI'm updating this to a feature request for the module to work with Rules. Also, adding #2926228: Add a permission to be emailed anytime a comment is posted as a related issue, since that's the original reason the issue reporter tried using Rules with Comment Notify.
Another option someone could try is using Comment Notify with the ECA: Event - Condition - Action module.

gregglesIt's not clear to me what the feature is here. The issue summary and first post seem more like bugs in configuration or other modules rather than a bug in this module.
