Problem/Motivation

PHP 8.4 deprecates implicitly-nullable parameters and throws deprectation notices for CommentDeleteManager::getConfig, CommentDeleteManagerInterface::getConfig and CommentThreadManager::getThreads.

Let me provide a patch in order to fix these.
