The coder project statistics https://www.drupal.org/project/usage/coder only shows 588 sites using this project, and none at either of the 8.x branches shown. Is this because we now use semantic versioning and are currently at 8.3.14. Or is it the way the project usages counts are collected? Or how the module is installed via Composer?

The usage statistics are based on information given by the update module for installed modules / themes. This means that the Coder usage data isn't retrieved, because Coder isn't a module, but is just included as a Composer package. The older versions of Coder show usage, because Coder was included as a module before 8.x.
