The link currently points to the INSTALL.txt file from CVS, which is no longer existant, and should at least be updated to the INSTALL.txt file in the Git repository viewer (http://drupalcode.org/project/codefilter.git/blob/refs/heads/master:/REA...). There's also the new documentation page, Code Filter, which is being worked on over at #613062: Documentation.
