Users can create sessions even when Node session permissions are restricted [#2732383]

The only permission set for sessions is view sessions and edit own sessions.
Authenticated users with no roles can add sessions.

Moving into the cod_support queue. I believe this is resolved in 2.x, but I'll do some testing in 1.x to try to reproduce it.
