The module does not work with Drupal 5/CiviCRM 1.6. The problem lies inside a CiviCRM function. I've reported this to the CiviCRM team, and wanted to document it here, in case anyone else experiences the problem. See http://issues.civicrm.org/jira/browse/CRM-148.

This was actually not related to Drupal 5 at all, but to CiviCRM 1.6. The CiviCRM team fixed this in rev v1.6 8061 and later. I've tested and confirmed that the CiviCRM Active User module now works.
