I also tried navigating to the configuration page manually and I got a unauthorized access error. It seems like even though my account is admin and it has permissions for configuring the module, it won't allow me to configure it.
Sorry for taking such a ridiculously long time to answer! I probably found the problem; the access argument wasn't correct. Can you test if the version from the VCS (Git) works for you?

I install it fine, it appears in the Modules list and I can enable it. When enabled, the Help, Permissions and Configure options are available. However, when I select Configure, I am brought to the People section of configuration, but there are no options available for certificate login. Only the Account settings and IP address blocking categories are available, and neither contain anything for certificates.

Hi! There are a few things that might affect this:
1. Have you cleared your caches (drush cc all or similar)?
2. Are you either using the user #1 or have you granted yourself the permission "administer certificate login"?
With these in order the config page should present itself.
