The Newsletter Archive setting is present in the module configuration page, but no block is available in block layout. There is no block plugin.

OK, I see. The campaign module needs to be enabled and supplies the block when it is.

So this is a UI issue, that setting really shouldn't be there. Block (plugin) registration works very differently in Drupal 8.
