Is it possible to clear only the specific panel pages based on arguments?

Hi!

Currently you can't, but I plan to have a much more mature panels support in 2.x. It will have a ctools cache plugin which can be used for panels, with the same settings as the time-based cache (Cache per argument and cache per value).
