Error message:
warning: mkdir(modules/bueditor/temp): Permission denied in /var/www/html/it/docs/includes/file.inc on line 91.

Modules should not have to write to their own directory, this should be using the drupal specified 'temp' directory.

directory creation is removed. it is now enabled for only public download method and system file directory is used to store the temporary js files.
