This might be silly to point out, but i was wondering why the project page says this project was created in 2008? The Bootstrap framework didn't actually exist until August 2011.

Because the d.o "bootstrap" namespace was originally a module for 5.x, but was abandoned and barely used. The related issue explains the decision/actions taken to move the project to this namespace.
