The current _bootstrap_glyphicons_supported() implementation will only work if bootstrap or a sub-theme was the the default theme, and not the active theme that is currently running which should be the case.

// Get the active theme.
$drupal_static_fast['theme'] = variable_get('theme_default', $GLOBALS['theme']);

I think adding a setting in the info file beside the CDN option, for the location of bootstrap file may be the best way to go, what do you think?

I'm not entirely sure if this is a bug. It's probably works as designed. What is the use case here exactly? Shouldn't the default theme be the active theme? The reason this uses the default theme is because of bootstrap_icon_bundles() for Icon API support. If the admin theme is not Bootstrap based (ie: seven), then the icons wouldn't be picked up.
