Blcoktheme does not support finding blocktheme-*.tpl.php files in child themes, they must be placed in the parent theme's folder.
This is not desirable behaviour at all. I use a child theme of the public one to do customisations so that I can slip new versions of the public theme in without issue. If there are blocktheme files in that folder and I forget about them, then they are liable to get wiped out.

amateescu commentedIf this is still an issue, can you provide more detailed info on your theme -> sub-theme structure?
I tried to reproduce this using the Zen theme and CTI Flex sub-theme and the blocktheme template was picked up from the sub-theme templates folder.
