PHP 8.4 Deprecation: Implicitly marking parameter $blocktabs as nullable in TabDeleteForm

Problem/Motivation

When running the site on PHP 8.4, the following deprecation warning is triggered:

Proposed resolution

Update the buildForm method signature in src/Form/TabDeleteForm.php to explicitly declare the type as nullable (e.g., ?EntityInterface $blocktabs or ?BlockTabs $blocktabs).
